Why Parenting Assessments Matter

Parenting Capacity and Custody/Access Assessments play a vital role in helping families and decision-makers understand what arrangements best support a child’s well-being. These assessments are designed to provide a comprehensive, child-focused evaluation that assists Courts, Children’s Aid Societies, lawyers, and families in navigating difficult parenting situations.

At Calm Waters Counselling & Psychotherapy, I provide neutral, evidence-based assessments that prioritize the best interests of the child while offering clear, reliable recommendations.

Types of Assessments Offered

  • Parenting Capacity Assessments (PCA):
    • Evaluates a parent’s ability to meet a child’s safety, developmental, and emotional needs. These are often requested by the Court or a Children’s Aid Society.
  • Custody & Access Assessments (Section 30 Reports):
    • Provides the Court with insight into decision-making responsibility, parenting time, and access arrangements during family law proceedings.
  • Privately Retained Assessments:
    • Sometimes requested by one or both parents, or their lawyers, to assist in mediation, negotiation, or preparation for court.

What the Process Involves

Each assessment includes:

  • Clinical interviews with parents/guardians
  • Age-appropriate interviews with children (where appropriate)
  • Observations of parent–child interactions
  • Review of relevant records (school, medical, CAS, police, therapy)
  • Collateral interviews with teachers, caseworkers, doctors, or other professionals
  • A detailed written report with analysis and recommendations

Time and Fees

  • Estimated Time: Most assessments require approximately 30 hours to complete (complex cases may take longer).
  • Rates:
    • Standard: $200/hour
    • Reduced: $150/hour (based on financial need)
  •  Typical Cost: $4,500 – $6,000
  • Retainer: 50% due at the start of the process; balance due before release of the report

Neutrality and Ethics

My role is not to advocate for either parent. I act as a neutral assessor, providing an impartial evaluation grounded in professional standards. Assessments are conducted in line with the Ontario College of Social Workers and Social Service Workers (OCSWSSW) guidelines, and confidentiality is maintained within the limits of the law and court requirements.
